Parliamentary hearing on draft reform of the BND Act

On Monday 22 February, GUARDINT team member Dr Thorsten Wetzling attended the German Bundestag’s expert hearing on the draft reform of the law governing the German Foreign Intelligence Service (BND Act). In the author’s opinion, the draft law addresses central deficits in German intelligence law. In many places, however, these deficits are not sufficiently eliminated, or new ones are added. The statement discusses this with a view to the design of legal control by the Independent Control Council and suggests a range of possible amendments to strengthen its remit.
