This internal kick-off meeting launched the three-year collaborative project between the Stiftung Neue Verantwortung, the WZB, Sciences Po Paris, King’s College London and Lyon 3 University. The project, funded by DFG, ANR and ESRC under the fifth Open Research Area call, aims to investigate the potentials and limitations for democratic control of intelligence services and seeks to develop a theoretical foundation to research the oversight of intelligence services using approaches from democratic theory and sociology. For this purpose, the project team will also develop practical instruments, such as an Intelligence Oversight Index, to enable a comparison of democratic oversight of intelligence services in different countries. During the meeting, the members of the different country teams developed their joint research agenda for the coming year.
