The GUARDINT research team responsible for the creation of an Intelligence Oversight Index, organized a workshop in Berlin to discuss initial thoughts on the conceptualization of democratic intelligence oversight and its operationalization through indicators with selected methodologists and other experts, including a former inspector of an intelligence oversight body. Based on an internal discussion paper that was circulated beforehand, the workshop participants examine the theoretical foundations of oversight and potential approaches for concept trees that structure different components and attributes of intelligence oversight.
